Japan offshore wind assumptions and market updates, licensed to your team for a year
DeepWind Intelligence gives one department a consistent set of Japan offshore wind assumptions, scenarios and analysis for a year. Teams use it to evaluate projects and bids, brief management and plan market entry. The licence covers our reports, an Execution Tracker, the Simulator, an assumptions workbook, a quarterly market snapshot and written answers to your questions.
A one-minute form. We only ask for contact details if you want a quote or more information.
Three jobs it is built for
Project and bid evaluation
For developers, utilities and EPC teams. Check your CAPEX, LCOE and IRR assumptions against sourced Japan figures, then run your own cases in Simulator Pro.
Internal briefings
For teams reporting to management. The quarterly snapshot covers only what materially changed that quarter, ready to drop into a briefing deck.
Market entry
For overseas companies and new suppliers. The report library walks through Japan’s policy, auctions, projects and costs in one place.
What the licence includes, across one year
Some items arrive on a fixed rhythm, monthly or quarterly. Others arrive when there is something new to send.
Execution Tracker: all four projects under construction plan offshore works for April to June 2028
Our Premium reports argued that base ports would become a sequencing problem, and that Japan’s only monopile plant runs out of orders in March 2027. The Execution Tracker checks every month, against statutory council papers and company announcements, whether those arguments still hold.
Sample. DeepWind’s arrangement of the plans each developer has published, grouped by the port, plant or works they use. Overlaps are overlaps in published plans, not a forecast of congestion. Where a document gives no end date, the bar runs to the month before commercial operation. Sources: statutory council papers for each zone (January 2025 to February 2026) and a JFE Engineering announcement (December 2025).
What the chart shows
- At Akita Port, Oga-Katagami-Akita’s base port use (to February 2028) and Happo-Noshiro’s foundation work (from May 2027) overlap for ten months in the published plans. Happo-Noshiro’s developer said it chose Muroran for turbine assembly because another developer is using Akita Port.
- The monopile plant’s current order is 21 units for Oga-Katagami-Akita, running to March 2027. The other three projects have not said where their foundations will be made.
What licensees receive
- A zone-by-zone supply chain and contract ledger (Excel): company, status, date and source for turbines, foundations, cables, vessels, ports and O&M
- Notes on what changed between document versions and the reasons developers gave (for example, export cable supply going from two companies to one)
- The resource schedule for every zone, and what changed since last month
Written Q&A: up to 12 questions a year, answered by email
Anyone in the licensed department can email us a question. We answer within five business days, in about a page, with sources. The limit is 12 questions per licence year.
What we answer
- The assumptions behind a figure in our reports
- How Simulator inputs work, and how to think about changing them
- How to read Japanese policy and auction documents, and where the primary sources are
What we don’t
- Ranking specific projects or sites
- Advice on whether or what to bid, or investment advice
- New research commissions
Cost Index: Japan offshore wind CAPEX up 3.6% in five months
We start from the item-by-item CAPEX that the Japan Wind Power Association published in November 2025, and move each item with the matching public price index from the Bank of Japan and two government ministries. The result is a DeepWind estimate, not a JWPA or government figure.
Items moved very differently. Over the same period, the metal cable price index rose 18.9% while steel rose 1.0%, so sites with long export cables are hit harder. Licensees get the item-level and monthly detail, with the method.
Change from November 2025 to April 2026
Licence scope: one department, no seat count
Each licence covers one department of one company, named on the quotation or order confirmation. Inside that department, there is no limit on users. Other departments of the same company and group companies are not covered.
DeepWind-generated analysis, charts and model outputs may be used internally. They may not be published, resold or redistributed outside your company. Third-party source material remains subject to the rights of the original provider.
Price and how to buy
The 2027 licence is planned at $1,500 a year. This founding price is limited to the first three international companies and applies to the first year. Renewal pricing will be communicated before the next contract period, and the first year does not renew automatically.

Questions procurement teams ask
Can you issue a quotation and invoice?
Yes. We issue a formal quotation, and you can pay by invoice.
What business details can you provide for vendor registration?
Our trade name and address are published on our legal notice page (in Japanese). If your procurement or finance team needs further details, such as the owner’s name, we provide them directly on request.
How many people can use it?
Anyone in the licensed department. We don’t count seats. Other departments and group companies need their own licence.
Do you offer calls or briefings?
No. We answer questions in writing through the written Q&A. Questions before you buy are also welcome through the form, and we reply by email.
What happens in year two?
We will tell you the renewal price before your licence ends. The first year does not renew automatically, so you decide then.
